Sheff Wed Deals with a 'Significant Problem', Says Football Regulator

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

The Championship club's ongoing struggles are seen as a "major concern" and the football regulator is aiming to acquire authority to investigate clubs in comparable cases, the recently named head the official has stated.

During an extensive discussion, the regulator, who was appointed on Monday, showed understanding towards Wednesday's fanbase.

Kogan met with four supporters' associations associated with the South Yorkshire club this week.

The team have been facing challenges both on and off the pitch in this season, with the club delaying salary disbursements on several different times, including in September.

"Obviously the club has become a serious issue for football authorities and a substantial concern for English football," the regulator explained.

"Sheffield Wednesday is one of the great brands for English football and in recent days we have met supporters' organizations.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and acted upon."

Monetary Issues and Ownership Situation

The team's struggling chairman Dejphon Chansiri suggested earlier this year he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Delayed salary payments on time in earlier this year resulted in restrictions being imposed by the football authorities in mid-year, preventing the club from carrying out any transfers or loans for the next three transfer windows, although those limitations were removed in the end of the transfer window.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, teams facing challenges where supporters are loyal to a regional establishment that has been part of their lives in many cases.

"I completely understand Sheffield Wednesday, as I do for every team that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

When asked if the regulator could force an owner to sell a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and comprehend the circumstances, we will."

But the chairman emphasized that compelling proprietors to divest clubs would be viewed as the ultimate measure and the oversight body would choose to collaborate with owners.

"The last thing what we want to do is commence engagement with an specific team, an particular chairman, without having the opportunity to collaborate with that chairman to fix the problems affecting the organization and the owner's facing," the regulator explained.

"But the truth is, when you review the record of the sport, over the recent generations there have been certain proprietors, not many, but some who have been irresponsible in the way which they've been managing their teams and eventually refuse to accept accountability for the future."

'Mistakes could erase significant advances'

Kogan met with representatives from 110 clubs to detail the scope of the oversight body this week and insisted it was a "forward-thinking discussion" with a "significant participation" from the lower divisions to the top flight.

"It's a job that's actually really important, because if errors are made, if the football community fails, the remarkable development accomplished could disappear incredibly quickly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a huge success story - we've got to keep it going.

"Considerable investment coming into football and has been invested for the past two decades, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Top Flight Apprehensions

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an commercial operation of the Premier League.

"As someone who appreciates the apprehension regarding damaging the Premier League as a premium product of this country. But concurrently, if you engage with division representatives after the recent gathering, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a high level of reassurance."

Partisan Associations

Kogan is still facing a "thorough examination" by the public appointments commissioner after he revealed he contributed money to the political party in the past.

The 68-year-old provided financial support for government minister the politician's campaign, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any form of political activity."
